Interim Batch Process
The batch file layout update is planned for April 20th to include the new "State" data element in Question 23 of the Individual Characteristics Form (ETA Form 9061). The data dictionary for the new file layout will be available on the home page early the week of April 17th.
In the interim, continue to submit batch files with the current data dictionary (version 5) but change the FormVersionID data element to “6” on the file. Certification applications for employee who are in the Long-term Unemployment (LTUR) target group will default to "Employer Draft" so that the "State" data element in Question 23 of the ICF can be completed and the application resubmitted.
2015-11-18 The office of Management and Budget (OMB) has offically approved the Department of Labor's (DOLs) request to extend WOTC forms (such as the ETA 9061, 9062, an 9063) without revisions for three years (2018-08-31).
2015-12-18 The PATH Act reauthorized the WOTC program retroactively for all current target groups from 2014-12-31 to 2019-12-31. It also introduced a new "Qualified Long-term Unemployment Recipient" target group authorized after 2015-12-31.
